The WISE Government Act (H.R. 5049) would prohibit non-disclosure clauses in federal agency contracts with journal publishers and provide an avenue for the government to systematically collect—and share—information on how much each agency is paying for subscriptions to these materials.
The bill was introduced by Rep. Bill Foster (D-IL) on November 12, 2019 with co-sponsors Quigley (D-IL), Takano (D-CA), McNerney (D-CA), and Titus (D-NV).
