The U.S. Office of Management and Budget (OMB) requested feedback on proposed revisions to its Guidance for Grants and Agreements. SPARC’s comments recommend that OMB convene a working group to develop a national PIDs strategy, bringing together federal agencies, key actors in the research community, and technical experts. SPARC also recommended that specific language be added to the proposed revision on the Federal purpose license.
