The bill is founded on the results of a successful pilot project, which was authorized in the 2014 DATA Act. Specifically, it would require the creation of a comprehensive and standardized data structure, that would cover all data elements reported by recipients of federal awards — including grant and cooperative agreements. The legislation would task the Director of the Office of Management and Budget (OMB) with its implementation.
